Maryland Medical Marijuana State Program Information

House Bill 881 passed in the state House of Representatives on April 8, 2014 by a vote of 125-11 and in the state Senate on the same date 44-2. Governor Martin O’Malley signed the bill into law 6 days later on April 14, 2014. The program officially went into effect June 1, 2014.

The newly created medical marijuana program for the state of Maryland permits certified medical marijuana patients to receive a medical marijuana recommendation from a state certified physician, apply for a Hawaii state issued medical marijuana identification card. Ownership of an ID card allows a patient to possess and cultivate medical marijuana as per state guidelines.

Because the Maryland program is one of the newest in the nation along with New York’s, it has yet to be implemented or have any functioning components. Currently the Natalie M. LaPrade Medical Marijuana Commission and the Maryland Department of Health and Mental Hygiene are tasked with developing regulations for patient registry and identification cards, dispensary licensing, setting fees, and possession limits, and more.

Maryland Possession & Cultivation Regulations

Patients may possess a 30-day supply (an amount yet to be determined by the commission). Beginning June 1, 2016 the commission may issue the number of dispensary licenses necessary to meet the demand for medical marijuana by qualifying patients and caregivers.
